Filming in Oxford: permits and fees
Oxford City Council covers public streets and open spaces; University of Oxford colleges manage their own filming permissions independently.
Who issues permits
Oxford City Council’s filming team covers public highways and council land. The University of Oxford and its colleges manage their own filming enquiries through a separate university location service. Productions planning shots at college buildings cannot rely solely on council permits.
Process
Apply to Oxford City Council for public space filming. For college access, contact the relevant college bursar or the University’s central location contact. The council team can advise on jurisdiction — the split between council and university land is not always obvious on the ground.
Fees
Council permits carry standard admin fees. University college location hire rates vary widely by college and are set independently of the council.
What’s covered
City council streets and public parks. Public areas of the city centre. Note: Christ Church Meadow is managed by Christ Church College, not the council; the university’s Bodleian Libraries are managed independently.
Typical restrictions
The historic city centre has high pedestrian traffic — morning and evening windows are most practical. Degree ceremony periods and summer term create intense demand for college locations. Oxford City Council requires advance coordination for any closures affecting the High Street.

FAQ
- Who issues this filming permit?
- Oxford City Council issues filming permits for its area. Applications go through the council's filming / events team — not the local parks department or police, although those may also be consulted.
- How long is the lead time?
- Allow at least 14 working days. Complex applications involving road closures, drone use, or multiple locations need more — plan 2–4 weeks ahead where possible.
- What's the typical cost?
- Oxford City Council quotes filming fees case-by-case based on scale, duration, and public-realm impact. Small documentary crews are often charged an admin fee only; feature-film shoots involving road closures cost meaningfully more.
- What does this permit cover?
- The permit typically covers streets, parks, civic buildings. Private property and other national-body land (e.g. Crown Estate, National Trust, Royal Parks) may need separate consent.
- How do I apply?
- Apply via Oxford City Council's filming page at https://www.oxford.gov.uk/filming. Submit your dates, locations, crew numbers, and equipment list. Expect a risk-assessment request and, for larger shoots, a pre-filming meeting.
