About this location

10 Downing Street is the official residence of the Prime Minister, a working government building, and one of the most heavily protected addresses in the UK. Why it isn’t bookable

Downing Street has been gated and closed to public foot traffic since 1989, when Margaret Thatcher’s government installed the steel security gates at the Whitehall entrance in response to IRA threat. Since then, no member of the public — and no commercial film crew — can walk down the street without prior accreditation from the Cabinet Office. Site security is the responsibility of the Metropolitan Police Specialist Operations directorate (the Protection Command, the same unit that protects the Royal Family and visiting heads of state). Armed officers are present at the gate and on the street at all times.

Who can actually film there

Three categories of access exist, all controlled by the Cabinet Office Press Office (the press team inside Number 10):

  • News pool cameras — BBC, ITN, Sky, Reuters, AP and the Press Association rotate the fixed camera position inside the gates. Pool footage is shared with all subscribing broadcasters. This is the standard arrangement for political events and ministerial doorsteps.
  • Editorial documentary access — granted occasionally for formal documentary projects (the BBC’s Inside No 10 series is the most recent precedent). Access is negotiated months in advance with No 10 Communications, requires full crew vetting, and is granted on editorial terms set by the Cabinet Office.
  • Government own-channel content — official photography and video produced by the No 10 Photographer or contracted suppliers under the GCS framework.

Commercial productions, music videos, advertising and dramatic features are not granted access. There is no fee schedule because there is no commercial offer.

What indie crews actually do

Drama productions needing the No 10 black door shoot one of three workarounds:

  1. A replica or stand-in exterior. Adam Tovell’s set for The Crown used a built replica. Yes, Minister, The Iron Lady, Brexit: The Uncivil War and most recent dramatisations did the same. Pinewood, Shepperton and Leavesden have all hosted Downing Street builds.
  2. Long-lens exterior from the Whitehall end. With a standard Westminster City Council street permit and Met Police sign-off, you can shoot toward the closed gates from the public pavement on Whitehall. The frame includes the gates and the police presence — often more useful for contemporary drama than a fake. Permit lead time matches any Whitehall street shoot (allow six weeks for road-affecting work; less for handheld pavement shooting).
  3. Stock and pool footage licensing. Getty, Reuters and PA Images all hold extensive Downing Street libraries. Most editorial projects clear pool footage rather than attempt fresh access.
