Who issues permits

Winchester City Council manages filming on city-managed public spaces and parks. Winchester Cathedral is managed by the Dean and Chapter, entirely independently of the city council. Winchester College is a private independent school with its own commercial arrangements. County highway filming goes through Hampshire County Council.

Process

Contact Winchester City Council’s events team for city-managed locations. Allow three to four weeks. For the Cathedral, apply separately to the Cathedral’s events office — the Cathedral close and interior are under Cathedral management. Winchester College handles commercial filming enquiries through its bursar’s office.

City centre access

Winchester’s historic city centre is compact and largely pedestrianised. Large production vehicles have limited access to many central streets, and some lanes are physically impassable to HGVs.
